why the long second indicator not moving

That is not the second hand, the second hand is on one of the small dials. The hand you speak of is the 1/5 second hand for the chronograph's stopwatch function.

I was wondering whether the insignia etched on the back of the watch should be lined up with the band.It is about 140 degrees off.Are there any instructions on what the other two posts on the watch are for? How do you shorten the band?
